ABOUT RAY
ROOTED IN CECIL COUNTY
Ray Conger has called Elkton home for more than 18 years. He and his wife, Christine, chose Cecil County for its strong public safety, quality schools, and close-knit community. These values continue to shape their commitment to the county today.
Together, they raised four children who attended Cecil County Public Schools. Like many families here, they built their lives around the opportunities this community provides and remain invested in its future.
During that time, Ray and his family became deeply involved in the community. He volunteered with Elkton Little League, including coaching and umpiring, and has been active in homeless outreach efforts to support some of the county’s most vulnerable residents. He also served as a counselor in the Maryland Army National Guard Child and Youth Program, supporting military families and mentoring youth facing the challenges of military life.
In addition, Ray has served as a leader and volunteer in several veterans’ and nonprofit organizations, including the American Legion, the Cecil County Arts Council, the Civil Air Patrol, and the Veterans of Foreign Wars.
A FAMILY TRADITION OF SERVICE
Service has always been a part of Ray’s family.
Both of his grandfathers served in World War II. Four of his uncles served during the Vietnam era. His family’s commitment to service reaches back to the Revolutionary War.
His great-great-grandfather, a merchant mariner, survived being sunk by the Germans in World War I and later went down with his ship during World War II.
Ray was honored to continue that tradition, serving 21 years in Army Aviation, including three overseas deployments.
Today, his brother continues that legacy as a police officer with the Baltimore County Police Department.
Service to country and community is not just something Ray talks about. It is something his family has lived for generations. It is a value he and his wife have instilled in their children, and one that continues to guide his commitment to Cecil County.
A CAREER OF SERVICE AND LEADERSHIP
Ray served 21 years in Army Aviation, retiring as a Master Sergeant after a career focused on leadership, operational planning, and mission readiness. His service included three overseas deployments in support of national defense.
In the Army, Ray was responsible for coordinating complex operations, managing resources, and ensuring teams were prepared to execute missions under demanding conditions. That experience instilled a disciplined, results-oriented approach to leadership, one that emphasizes accountability, clear objectives, and continuous assessment.
Ray’s practical experience is reinforced by his formal study of leadership. He holds a Bachelor of Science in Military Leadership from Excelsior University, where he focused on leadership principles, decision-making, and organizational effectiveness.
Following his military retirement, Ray has continued to support the Army’s mission as a contractor, working to improve processes and performance across large organizations. His work focuses on ensuring that systems are efficient, decisions are informed by data, and outcomes are measurable.
